Een grote groep ridders met allemaal hetzelfde schild. Zo kon je tijdens een
gevecht goed zien wij bij jouw groep hoorde en wie de vijand was. Kinderen van deze ridders
erfden hun schilden en konden zo laten zien dat ze van een goede familie afstamden. Later
gebruikte men familiewapens vooral tijdens riddertoernooien.
Herauten zijn personen die officiële verklaringen doen voor het hof, gasten aankondigen en precies weten wat de status van iedere edelman is. Om dat goed te kunnen, moet hij de wapens kennen van adellijke families en bekend zijn met de wapenfeiten van ridders. Ook aan het Hollandse hof was er zo'n heraut.
Herauten Herauten waren degenen die de wapenschilden ontworpen , zij boden hun diensten aan de ridders aan. De heraut noteerde alle familiewapens in een apart wapenboek. Tijdens een oorlog moesten de herauten lijsten maken van de ridders die naar het slagveld gingen , achteraf kon men zo eenvoudig zien wie de ridders waren die de slag niet overleefd hadden.

3 For out of the north there cometh up a nation against her, which shall make her land desolate, and none shall dwell therein: they shall remove, they shall depart, both man and beast.

14 Put yourselves in array against Babylon round about: all ye that bend the bow, shoot at her, spare no arrows: for she hath sinned against the Lord.
15 Shout against her round about: she hath given her hand: her foundations are fallen, her walls are thrown down: for it is the vengeance of the Lord: take vengeance upon her; as she hath done, do unto her.
16 Cut off the sower from Babylon, and him that handleth the sickle in the time of harvest: for fear of the oppressing sword they shall turn every one to his people, and they shall flee every one to his own land.
17 Israel is a scattered sheep; the lions have driven him away: first the king of Assyria hath devoured him; and last this Nebuchadrezzar king of Babylon hath broken his bones.
18 Therefore thus saith the Lord of hosts, the God of Israel; Behold, I will punish the king of Babylon and his land, as I have punished the king of Assyria.
19 And I will bring Israel again to his habitation, and he shall feed on Carmel and Bashan, and his soul shall be satisfied upon mount Ephraim and Gilead.
20 In those days, and in that time, saith the Lord, the iniquity of Israel shall be sought for, and there shall be none; and the sins of Judah, and they shall not be found: for I will pardon them whom I reserve.
21 Go up against the land of Merathaim, even against it, and against the inhabitants of Pekod: waste and utterly destroy after them, saith the Lord, and do according to all that I have commanded thee.
22 A sound of battle is in the land, and of great destruction.
23 How is the hammer of the whole earth cut asunder and broken! how is Babylon become a desolation among the nations!

25 The Lord hath opened his armoury, and hath brought forth the weapons of his indignation: for this is the work of the Lord God of hosts in the land of the Chaldeans.
26 Come against her from the utmost border, open her storehouses: cast her up as heaps, and destroy her utterly: let nothing of her be left.
27 Slay all her bullocks; let them go down to the slaughter: woe unto them! for their day is come, the time of their visitation.
28 The voice of them that flee and escape out of the land of Babylon, to declare in Zion the vengeance of the Lord our God, the vengeance of his temple.
29 Call together the archers against Babylon: all ye that bend the bow, camp against it round about; let none thereof escape: recompense her according to her work; according to all that she hath done, do unto her: for she hath been proud against the Lord, against the Holy One of Israel.
30 Therefore shall her young men fall in the streets, and all her men of war shall be cut off in that day, saith the Lord.
31 Behold, I am against thee, O thou most proud, saith the Lord God of hosts: for thy day is come, the time that I will visit thee.
32 And the most proud shall stumble and fall, and none shall raise him up: and I will kindle a fire in his cities, and it shall devour all round about him.

38 A drought is upon her waters; and they shall be dried up: for it is the land of graven images, and they are mad upon their idols.
39 Therefore the wild beasts of the desert with the wild beasts of the islands shall dwell there, and the owls shall dwell therein: and it shall be no more inhabited for ever; neither shall it be dwelt in from generation to generation.
40 As God overthrew Sodom and Gomorrah and the neighbour cities thereof, saith the Lord; so shall no man abide there, neither shall any son of man dwell therein.
41 Behold, a people shall come from the north, and a great nation, and many kings shall be raised up from the coasts of the earth.
42 They shall hold the bow and the lance: they are cruel, and will not shew mercy: their voice shall roar like the sea, and they shall ride upon horses, every one put in array, like a man to the battle, against thee, O daughter of Babylon.
43 The king of Babylon hath heard the report of them, and his hands waxed feeble: anguish took hold of him, and pangs as of a woman in travail.
44 Behold, he shall come up like a lion from the swelling of Jordan unto the habitation of the strong: but I will make them suddenly run away from her: and who is a chosen man, that I may appoint over her? for who is like me? and who will appoint me the time? and who is that shepherd that will stand before me?
45 Therefore hear ye the counsel of the Lord, that he hath taken against Babylon; and his purposes, that he hath purposed against the land of the Chaldeans: Surely the least of the flock shall draw them out: surely he shall make their habitation desolate with them.
46 At the noise of the taking of Babylon the earth is moved, and the cry is heard among the nations.
2 And will send unto Babylon fanners, that shall fan her, and shall empty her land: for in the day of trouble they shall be against her round about.
3 Against him that bendeth let the archer bend his bow, and against him that lifteth himself up in his brigandine: and spare ye not her young men; destroy ye utterly all her host.
4 Thus the slain shall fall in the land of the Chaldeans, and they that are thrust through in her streets.
5 For Israel hath not been forsaken, nor Judah of his God, of the Lord of hosts; though their land was filled with sin against the Holy One of Israel.
6 Flee out of the midst of Babylon, and deliver every man his soul: be not cut off in her iniquity; for this is the time of the Lord's vengeance; he will render unto her a recompence.
7 Babylon hath been a golden cup in the Lord's hand, that made all the earth drunken: the nations have drunken of her wine; therefore the nations are mad.
8 Babylon is suddenly fallen and destroyed: howl for her; take balm for her pain, if so be she may be healed.
9 We would have healed Babylon, but she is not healed: forsake her, and let us go every one into his own country: for her judgment reacheth unto heaven, and is lifted up even to the skies.
10 The Lord hath brought forth our righteousness: come, and let us declare in Zion the work of the Lord our God.
11 Make bright the arrows; gather the shields: the Lord hath raised up the spirit of the kings of the Medes: for his device is against Babylon, to destroy it; because it is the vengeance of the Lord, the vengeance of his temple.
12 Set up the standard upon the walls of Babylon, make the watch strong, set up the watchmen, prepare the ambushes: for the Lord hath both devised and done that which he spake against the inhabitants of Babylon.
13 O thou that dwellest upon many waters, abundant in treasures, thine end is come, and the measure of thy covetousness.
14 The Lord of hosts hath sworn by himself, saying, Surely I will fill thee with men, as with caterpillers; and they shall lift up a shout against thee.
15 He hath made the earth by his power, he hath established the world by his wisdom, and hath stretched out the heaven by his understanding.
16 When he uttereth his voice, there is a multitude of waters in the heavens; and he causeth the vapours to ascend from the ends of the earth: he maketh lightnings with rain, and bringeth forth the wind out of his treasures.
17 Every man is brutish by his knowledge; every founder is confounded by the graven image: for his molten image is falsehood, and there is no breath in them.
18 They are vanity, the work of errors: in the time of their visitation they shall perish.
19 The portion of Jacob is not like them; for he is the former of all things: and Israel is the rod of his inheritance: the Lord of hosts is his name.
20 Thou art my battle axe and weapons of war: for with thee will I break in pieces the nations, and with thee will I destroy kingdoms;
21 And with thee will I break in pieces the horse and his rider; and with thee will I break in pieces the chariot and his rider;
22 With thee also will I break in pieces man and woman; and with thee will I break in pieces old and young; and with thee will I break in pieces the young man and the maid;
23 I will also break in pieces with thee the shepherd and his flock; and with thee will I break in pieces the husbandman and his yoke of oxen; and with thee will I break in pieces captains and rulers.
24 And I will render unto Babylon and to all the inhabitants of Chaldea all their evil that they have done in Zion in your sight, saith the Lord.
25 Behold, I am against thee, O destroying mountain, saith the Lord, which destroyest all the earth: and I will stretch out mine hand upon thee, and roll thee down from the rocks, and will make thee a burnt mountain.
26 And they shall not take of thee a stone for a corner, nor a stone for foundations; but thou shalt be desolate for ever, saith the Lord.
27 Set ye up a standard in the land, blow the trumpet among the nations, prepare the nations against her, call together against her the kingdoms of Ararat, Minni, and Ashchenaz; appoint a captain against her; cause the horses to come up as the rough caterpillers.
28 Prepare against her the nations with the kings of the Medes, the captains thereof, and all the rulers thereof, and all the land of his dominion.
29 And the land shall tremble and sorrow: for every purpose of the Lord shall be performed against Babylon, to make the land of Babylon a desolation without an inhabitant.
30 The mighty men of Babylon have forborn to fight, they have remained in their holds: their might hath failed; they became as women: they have burned her dwellingplaces; her bars are broken.
31 One post shall run to meet another, and one messenger to meet another, to shew the king of Babylon that his city is taken at one end,
32 And that the passages are stopped, and the reeds they have burned with fire, and the men of war are affrighted.
33 For thus saith the Lord of hosts, the God of Israel; The daughter of Babylon is like a threshingfloor, it is time to thresh her: yet a little while, and the time of her harvest shall come.
34 Nebuchadrezzar the king of Babylon hath devoured me, he hath crushed me, he hath made me an empty vessel, he hath swallowed me up like a dragon, he hath filled his belly with my delicates, he hath cast me out.
35 The violence done to me and to my flesh be upon Babylon, shall the inhabitant of Zion say; and my blood upon the inhabitants of Chaldea, shall Jerusalem say.
36 Therefore thus saith the Lord; Behold, I will plead thy cause, and take vengeance for thee; and I will dry up her sea, and make her springs dry.
37 And Babylon shall become heaps, a dwellingplace for dragons, an astonishment, and an hissing, without an inhabitant.
38 They shall roar together like lions: they shall yell as lions' whelps.
39 In their heat I will make their feasts, and I will make them drunken, that they may rejoice, and sleep a perpetual sleep, and not wake, saith the Lord.
40 I will bring them down like lambs to the slaughter, like rams with he goats.
41 How is Sheshach taken! and how is the praise of the whole earth surprised! how is Babylon become an astonishment among the nations!
42 The sea is come up upon Babylon: she is covered with the multitude of the waves thereof.
43 Her cities are a desolation, a dry land, and a wilderness, a land wherein no man dwelleth, neither doth any son of man pass thereby.
44 And I will punish Bel in Babylon, and I will bring forth out of his mouth that which he hath swallowed up: and the nations shall not flow together any more unto him: yea, the wall of Babylon shall fall.
45 My people, go ye out of the midst of her, and deliver ye every man his soul from the fierce anger of the Lord.
46 And lest your heart faint, and ye fear for the rumour that shall be heard in the land; a rumour shall both come one year, and after that in another year shall come a rumour, and violence in the land, ruler against ruler.
47 Therefore, behold, the days come, that I will do judgment upon the graven images of Babylon: and her whole land shall be confounded, and all her slain shall fall in the midst of her.
48 Then the heaven and the earth, and all that is therein, shall sing for Babylon: for the spoilers shall come unto her from the north, saith the Lord.
49 As Babylon hath caused the slain of Israel to fall, so at Babylon shall fall the slain of all the earth.
50 Ye that have escaped the sword, go away, stand not still: remember the Lord afar off, and let Jerusalem come into your mind.
51 We are confounded, because we have heard reproach: shame hath covered our faces: for strangers are come into the sanctuaries of the Lord's house.
52 Wherefore, behold, the days come, saith the Lord, that I will do judgment upon her graven images: and through all her land the wounded shall groan.
53 Though Babylon should mount up to heaven, and though she should fortify the height of her strength, yet from me shall spoilers come unto her, saith the Lord.
54 A sound of a cry cometh from Babylon, and great destruction from the land of the Chaldeans:
55 Because the Lord hath spoiled Babylon, and destroyed out of her the great voice; when her waves do roar like great waters, a noise of their voice is uttered:
56 Because the spoiler is come upon her, even upon Babylon, and her mighty men are taken, every one of their bows is broken: for the Lord God of recompences shall surely requite.
57 And I will make drunk her princes, and her wise men, her captains, and her rulers, and her mighty men: and they shall sleep a perpetual sleep, and not wake, saith the King, whose name is the Lord of hosts.
58 Thus saith the Lord of hosts; The broad walls of Babylon shall be utterly broken, and her high gates shall be burned with fire; and the people shall labour in vain, and the folk in the fire, and they shall be weary.
59 The word which Jeremiah the prophet commanded Seraiah the son of Neriah, the son of Maaseiah, when he went with Zedekiah the king of Judah into Babylon in the fourth year of his reign. And this Seraiah was a quiet prince.
60 So Jeremiah wrote in a book all the evil that should come upon Babylon, even all these words that are written against Babylon.
61 And Jeremiah said to Seraiah, When thou comest to Babylon, and shalt see, and shalt read all these words;
62 Then shalt thou say, O Lord, thou hast spoken against this place, to cut it off, that none shall remain in it, neither man nor beast, but that it shall be desolate for ever.
63 And it shall be, when thou hast made an end of reading this book, that thou shalt bind a stone to it, and cast it into the midst of Euphrates:
64 And thou shalt say, Thus shall Babylon sink, and shall not rise from the evil that I will bring upon her: and they shall be weary. Thus far are the words of Jeremiah.
The Scarlet Woman and the Scarlet Beast
17 Then one of the seven angels who had the seven bowls came and talked with me, saying [a]to me, “Come, I will show you the judgment of the great harlot who sits on many waters, 2 with whom the kings of the earth committed fornication, and the inhabitants of the earth were made drunk with the wine of her fornication.”
3 So he carried me away in the Spirit into the wilderness. And I saw a woman sitting on a scarlet beast which was full of names of blasphemy, having seven heads and ten horns. 4 The woman was arrayed in purple and scarlet, and adorned with gold and precious stones and pearls, having in her hand a golden cup full of abominations and the filthiness of [b]her fornication. 5 And on her forehead a name was written:
MYSTERY, BABYLON THE GREAT,
THE MOTHER OF HARLOTS
AND OF THE ABOMINATIONS
OF THE EARTH.
6 I saw the woman, drunk with the blood of the saints and with the blood of the martyrs of Jesus. And when I saw her, I marveled with great amazement.
The Meaning of the Woman and the Beast
7 But the angel said to me, “Why did you marvel? I will tell you the [c]mystery of the woman and of the beast that carries her, which has the seven heads and the ten horns. 8 The beast that you saw was, and is not, and will ascend out of the bottomless pit and go to [d]perdition. And those who dwell on the earth will marvel, whose names are not written in the Book of Life from the foundation of the world, when they see the beast that was, and is not, and [e]yet is.
9 “Here is the mind which has wisdom: The seven heads are seven mountains on which the woman sits. 10 There are also seven kings. Five have fallen, one is, and the other has not yet come. And when he comes, he must continue a short time. 11 The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to [f]perdition.
12 “The ten horns which you saw are ten kings who have received no kingdom as yet, but they receive authority for one hour as kings with the beast. 13 These are of one mind, and they will give their power and authority to the beast. 14 These will make war with the Lamb, and the Lamb will overcome them, for He is Lord of lords and King of kings; and those who are with Him are called, chosen, and faithful.”
15 Then he said to me, “The waters which you saw, where the harlot sits, are peoples, multitudes, nations, and tongues. 16 And the ten horns which you [g]saw on the beast, these will hate the harlot, make her desolate and naked, eat her flesh and burn her with fire. 17 For God has put it into their hearts to fulfill His purpose, to be of one mind, and to give their kingdom to the beast, until the words of God are fulfilled. 18 And the woman whom you saw is that great city which reigns over the kings of the earth.”

'There are no funerals:' Death in quarantine leaves nowhere to grieve

(Reuters) - Struck down by coronavirus at the age of 83, the long life of Alfredo Visioli ended with a short ceremony at a graveyard near Cremona, his hometown in northern Italy.
“They buried him like that, without a funeral, without his loved ones, with just a blessing from the priest,” said his granddaughter Marta Manfredi who couldn’t attend. Like most of the old man’s family - like most of Italy - she was confined to her home.
“When all this is over,” she vows, “we will give him a real funeral.”
Everywhere the coronavirus has struck, regardless of culture or religion, ancient rituals to honor the dead and comfort the bereaved have been cut short or abandoned for fear of spreading it further.
The virus, which has killed nearly 9,000 people worldwide, is reshaping many aspects of death, from the practicalities of handling infected bodies to meeting the spiritual and emotional needs of those left behind.
In Ireland, the health authority is advising mortuary workers to put face masks on dead bodies to reduce even the minor risk of infection. In Italy, a funeral company is using video links to allow quarantined families to watch a priest bless the deceased. And in South Korea, fear of the virus has caused such a drop in the number of mourners that funeral caterers are struggling for business.
There is little time for ceremony in hard-hit cities such as Bergamo, northeast of Milan, where the mortuaries are full and the crematorium is working around the clock, said Giacomo Angeloni, a local official in charge of cemeteries.
Bergamo, home to about 120,000 people, has been dealing with 5-6 times the number of dead it would in normal times, he said.
Italy has now reported nearly 3,000 deaths from COVID-19, the disease caused by the coronavirus - the highest outside China where the virus first emerged. The Italian army sent 50 troops and 15 trucks to Bergamo on Wednesday to take bodies to less overwhelmed provinces.
A ban on gatherings has shattered the vital rituals that help us grieve, said Andy Langford, the chief operating officer of Cruse Bereavement Care, a British charity providing free care and counseling to those in grief.
“Funerals allow a community to come together, express emotion, talk about that person and formally say goodbye,” he said.
“When you feel you have no control over how you can grieve, and over how you can experience those last moments with someone, that can complicate how you grieve and make you feel worse,” he said.

When Cardinal Ravasi addressed the Pope at the beginning of the Audience, he said it was the complexity of ongoing scientific research in the field of digital culture that had inspired the two Vatican Dicasteries to “join forces”.
From AI to Transhumanism
The Cardinal listed some of the issues discussed during their meeting: from digital systems to autonomous weaponry, from artificial intelligence to blockchain, from robotization to transhumanism. The “guiding star” of their reflections, he said, remained the “value of the common good and the protection of the dignity of the human person”.
Pope Francis responded by acknowledging “the remarkable developments in the field of technology, in particular those dealing with artificial intelligence”, and how these “raise increasingly significant implications in all areas of human activity”.
Technology and ethics
Referencing his Encyclical Letter, Laudato Si’, the Pope said “the indisputable benefit that humanity will be able to draw from technological progress depends on the degree to which the new possibilities at our disposal are employed in an ethical manner”
He spoke of a “technocratic paradigm” that promises the imposition of uncontrolled and unlimited progress that endangers the whole of humanity. Instead, the Pope encouraged concretely fostering “the culture of encounter and interdisciplinary dialogue”.
The common good
Pope Francis praised the “inclusive and fruitful dialogue” that characterized the meeting, and that “helps everyone to learn from one another and does not allow anyone to close themselves off in prearranged methodologies”.
Commenting on the objectives of the meeting itself, the Pope recognized the challenge of precisely stating “both theoretical and practical moral principles” so that “the ethical challenges examined may be addressed precisely in the context of the common good”.
Robotics
Pope Francis spoke specifically about the positive and negative roles of robots in the workplace: on the one hand, undertaking “arduous and repetitive types of work”, on the other, depriving “thousands of people of work, putting their dignity at risk”.
Artificial intelligence
The Pope also addressed the issue of artificial intelligence. While allowing “greater access to reliable information”, AI can also circulate “tendentious opinions and false data” that can “manipulate the opinions of millions of people, to the point of endangering the very institutions that guarantee peaceful civil coexistence”, he said.
The good of the individual
Pope Francis added a warning: “If so-called technological progress were to become an enemy of the common good”, he said, “this would lead to an unfortunate regression, to a form of barbarism dictated by the law of the strongest”. “The common good cannot be separated from the specific good of each individual”.
A better world
The Pope concluded by affirming that “a better world is possible thanks to technological progress, if this is accompanied by an ethic inspired by a vision of the common good, an ethic of freedom, responsibility and fraternity, capable of fostering the full development of people in relation to others and to the whole of creation”.

The regulation (EU) No 910/2014 on electronic identification and trust services for electronic transactions in the internal market, which is commonly known as “eIDAS-Regulation” was introduced in 2014 and has been fully in force since 1st July 2016. On 29th September 2018 a major milestone has been reached, as the EU-wide recognition of notified eID-schemes started.

The human brain could be enhanced by tiny robotic implants that connect to cloud-based computer networks to give us 'God-like' abilities, according to a leading computer scientist.
Ray Kurzweil, an author and inventor who describes himself as a futurist who works on Google's machine learning project, said such technology could be the next step in human evolution.
He predicted that by the 2030s, humans will be using nanobots capable of tapping into our neocortex and connecting us directly to the world around us.
This will allow people to send emails and photos directly to each other's brains while also backing up our thoughts and memories.
Speaking at an event organised by the Singularity University at Moffett Field in California, which he helped found and TheWorldPost, Mr Kurzweil said they could also expand our capacity for emotions and creativity.
CREATING LIVING ROBOTS
DNA already has the potential to transform the computing world by recreating living cells into data storage devices.
Now scientists have gone one step further and used DNA ‘nanobots’ inside living cockroaches that open up to deliver drugs.
The nanorobots, which can function like living computers, were created using DNA strands that fold and unfold like origami.
Bioengineers hope DNA nanobots could carry out complex programs that could one day be used to diagnose or treat diseases.
Daniel Levner, a bioengineer at the Wyss Institute at Harvard University and his colleagues at Bar Ilan University in Ramat-Gan, Israel, made the nanobots by exploiting the binding properties of DNA.
When DNA comes across a certain kind of protein, it unravels into two different strands, according to a report by Sarah Spickernell at New Scientist.
He said this ability to expand our brains with the information held in the cloud will combine with the power of artificial intelligence to make humans more 'God-like'.
Mr Kurzweil said: 'There is beauty, love and creativity and intelligence in the world, and it all comes from the neocortex.
'We are going to be able to expand the neocortex and so we are going to become more God-like.
'We are going to add additional levels of abstraction and create more profound means of expression so we are going to be more musical, we are going to be funnier, we are going to be sexier and be better at expression more loving sentiments.'
He added that it may be possible in the future to use the extra brain power provided by the cloud to multiply human intelligence.
He said in the 2030s if he met Google co-founder Larry Page, for example, in the street, the technology could provide some assistance.
He said: 'So I'm walking along, and I see Larry Page coming, and I think, 'I better think of something clever to say.'
But my 300 million modules in my neocortex isn't going to cut it. I need a billion in two seconds.
'I'll be able to access that in the cloud -- just like I can multiply intelligence with my smartphone thousands fold today.'
The concept of nanomachines being inserted into the human body has been around in science fiction for decades.
In the TV series Star Trek tiny molecular robots called nanites were used to help repair damaged cells in the body.
Mr Kurzeweil said similar robots could be built out of DNA and injected into the brain.
Last year researchers injected packages of DNA that would unfurl under certain conditions into the bodies of cockroaches.
They DNA origami were described as being the first step towards building basic robots that perform logical operations when it encounters a specific protein – much like a 1 or a 0 from a silicon microchip.
The more DNA robots injected into an animal, the greater the complexity can be achieved, and the researchers from the Bar Ilan University are now working to scale up the 'computing power' so that it rivals old 8-bit computers from the 1980s like a Commodore 64 or an Atari 800.
Scientists at Rice University recently demonstrated a single-molecule 'car', which had buckyballs of carbon for wheels and could be controlled by changes in temperature.
However, some scientists have warned the effectiveness of such devices will be limited.
Most nano-machines are likely to find more use as ways of delivering drugs to specific cells in the body.
Professor James Friend, a mechanical engineer at the University of California San diego told TheWorldPost that getting approval to inject these into humans may be difficult.
He said would be a great deal of concern about injecting 'swimming mysterious things in your head and leaving them there'.
Other leading scientists and technology experts have expressed fears at the growing use of Artificial Intelligence and called for tighter controls to be placed on its development.

Artificial intelligence has the potential to be as dangerous to mankind as nuclear weapons, a leading pioneer of the technology has claimed.
Professor Stuart Russell, a computer scientist who has lead research on artificial intelligence, fears humanity might be 'driving off a cliff' with the rapid development of AI.
He fears the technology could too easily be exploited for use by the military in weapons, putting them under the control of AI systems.
His views echo those of people like Elon Musk who have warned recently about the dangers of artificial intelligence.

He believes it's a race against time to develop safeguards around artificial intelligence research, before robots outwit us.

Russia, China & India to set up alternative to SWIFT payment system to connect 3 billion people

Members of the BRICS trade bloc Russia, India, and China have decided to connect their financial messaging systems to bypass the SWIFT international money transfer network.
Russia’s financial messaging system SPFS will be linked with the Chinese cross-border interbank payment system CIPS. While India does not have a domestic financial messaging system yet, it plans to combine the Central Bank of Russia’s platform with a domestic service that is in development.
The new system is expected to work as a “gateway” model when messages on payments are transcoded in accordance with a certain financial system.
According to Izvestia, the parties involved will work on a single platform, without experiencing any difficulties with transactions.
Russia began development of SPFS in 2014 amid Washington’s threats to disconnect the country from SWIFT. The first transaction on the SPFS network involving a non-bank enterprise was made in December 2017.
“We have an opportunity to connect both foreign banks and foreign legal entities to the SPFS. Today, about 400 users are participating in the system. Agreements have already been concluded with eight foreign banks and 34 legal entities,” Alla Bakina, the director of the Bank of Russia’s national payment system, was cited as saying by Vesti.
Bakina explained that traffic through the system has been growing and currently accounts for around 15 percent of all internal traffic, up from 10-11 percent last year.
The EAEU (Eurasian Economic Union) countries are currently working with the Bank of Russia on technical options for connecting to the SPFS. Iran, which has officially joined the Russia-led free-trade zone (EAEU) this month also seeks to develop a joint alternative to SWIFT. Last year, SWIFT cut off some Iranian banks from its messaging system.SWIFT is based in Belgium, but its board includes executives from American banks with US federal law allowing the administration to act against banks and regulators across the globe.
Instead of SWIFT, a system that facilitates cross-border payments between 11,000 financial institutions in more than 200 countries worldwide, Moscow and Tehran will use their own domestically developed financial messaging systems to conduct trade.

A Muslim woman who escaped from a state “re-education” camp in China has said inmates were gang raped, subjected to torture and medical experiments and forced to eat pork.
Sayragul Sauytbay, a Chinese Muslim of Kazakh descent, said she was detained by the state in November 2017.
The 43-year-old teacher was escorted by armed men to a camp, where she was held for several months, according to Haaretz.
She was ordered to teach inmates Chinese.
“It was forbidden to speak with the prisoners, forbidden to laugh, forbidden to cry and forbidden to answer questions from anyone,” she said.

U.S. imposes visa restrictions on Chinese officials over Muslim treatment
WASHINGTON (Reuters) - The United States has imposed visa restrictions on Chinese government and Communist Party officials it believes responsible for the detention or abuse of Muslim minorities in Xinjiang province, the U.S. State Department said on Tuesday.
Secretary of State Mike Pompeo cited the decision of the Commerce Department on Monday to add 28 Chinese public security bureaus and companies - including video surveillance company Hikvision - to a U.S. trade blacklist over Beijing’s treatment of Uighur Muslims and other predominantly Muslim ethnic minorities. The visa restrictions “complement” the Commerce Department actions, he said.

U.S. officials previously said the Trump administration was considering sanctions against officials linked to China’s crackdown on Muslims, including Xinjiang Party Secretary Chen Quanguo, who, as a member of the powerful politburo, is in the upper echelons of China’s leadership.
The State Department announcement did not name the officials subject to the visa restrictions, but news of the action sent U.S. stocks down. Many analysts believe U.S. government actions make it much less likely that China and the United States will reach a deal this week to resolve a trade war.
“The United States calls on the People’s Republic of China to immediately end its campaign of repression in Xinjiang, release all those arbitrarily detained, and cease efforts to coerce members of Chinese Muslim minority groups residing abroad to return to China to face an uncertain fate,” Pompeo said.
The Chinese Embassy in Washington did not immediately comment. China has consistently denied any mistreatment of Uighurs.
Republican U.S. Senator Tom Cotton praised the State Department announcement and urged U.S. allies to follow suit. Chinese “officials who place Uighurs and other minority groups in concentration camps shouldn’t be allowed to visit the United States and enjoy our freedoms.”
Those added by the Commerce Department to the “Entity List” include the Xinjiang Uighur Autonomous Region People’s Government Public Security Bureau, 19 subordinate government agencies and eight commercial firms, according to a Commerce Department filing.
The companies include some of China’s leading artificial intelligence firms such as SenseTime Group Ltd, and Megvii Technology Ltd, which is backed by Alibaba, as well as Hikvision, formally known as Hangzhou Hikvision Digital Technology Co Ltd, Zhejiang Dahua Technology, IFLYTEK Co, Xiamen Meiya Pico Information Co, and Yixin Science and Technology Co.

China Is Exporting Its Anti-Muslim Strategy to India
Muslims in Kashmir may find themselves in a Xinjiang-style dystopia thanks to Chinese technology and Narendra Modi’s Hindu nationalism.

In July 2009, days after violent riots in Urumqi, the capital of Xinjiang and homeland of the mostly Muslim Uighurs, Chinese authorities took the drastic move of shutting down the Internet and all other communications. For 10 months, the entire region—larger than Texas and home to more than 20 million residents—was cut off from the world.
A decade later, just across the border, Indian authorities cut Internet, mobile, and even postal communication in Muslim-majority Kashmir as they stripped the state of its special autonomy. Despite their allowing, on October 14, a limited number of mobile phones to function, Kashmir for the most part remains isolated to this day, and no one knows when communication will be restored.
“The current Kashmir shutdown, and in particular the turning off of the Internet and communications, is awfully similar to the one in Xinjiang post-2009 riots,” James Millward, a professor at Georgetown University and an expert in Central Asian history, said. “One wonders if [Prime Minister Narendra] Modi is taking a page from the Chinese book there.”
In fact, Kashmir and Xinjiang, which are separated by the Himalayas, share many worrying similarities. The 2009 Xinjiang shutdown was just the start of a series of horrors for Uighurs. Under the guise of anti-terrorism after a series of attacks and, notably, a 2008 incident that killed dozens Chinese policeman in Kashgar, the space for Uighurs’ expression and freedom has gradually shrunk, as all aspects of their cultural, social, and religious lives have come under the control of Chinese authorities.
Today, the region is host to a techno-digital dystopia, with massive surveillance policing nearly every aspect of Uighur lives. Since 2017, the repression has taken an even darker turn, with the building of massive concentration camps hosting upward of 1.5 million Uighurs, few of whom have been charged with any crime.
“Kashmir and Xinijang have many parallels,” Ovais Sultan Khan, a human rights activist and director of Future Council, a Delhi-based think tank, said. “Uighur Muslims are facing genocide by the Chinese state, and both India and China are using their own tactics to oppress Uighur and Kashmiri people.”
It was unfortunate quirks of colonialism and history that led each Muslim-majority region to become an unwilling part of a larger neighbor. Kashmir became part of India in 1947 in a move that remains contested, while Xinjiang became part of the newly founded People’s Republic of China in 1949, after a military invasion that ended a short-lived independent Turkic Muslim state. Neither have had referendums or any form of self-determination, making them de facto modern colonies.
“They are both Muslim-majority places that have, through the processes of the 20th century, ended up in non–Muslim majority countries, and that identity has been a source of some of the problems,” Millward said.
Not surprisingly, over the past decades, both regions have seen waves of militarism, conflict, and repression. More recently, though, it is the rise of global ethno-nationalism, a phenomenon seen in the West too, that is driving more fierce state-led oppression.
“There is a broader, global parallel to what’s happening in Xinjiang and Kashmir, the global nativist trend,” Millward said, pointing to the rapid rise of Hindu nationalism in India and the shift, under Xi Jinping, away from multiculturalism and toward a unified singular Chinese identity, meaning forced assimilation for ethnic minorities, especially Muslims.
In fact, Islamophobia and online hate against Muslims has been rising in both countries. India has been seeing rising hate crimes, including the growth of vigilantes and lynch mobs, targeting Muslims across the country. In China, you cannot find discussions about topics like the 1989 Tiananmen massacre, photos of the Dalai Lama, or even photos of Winnie the Pooh because of censorship, but you can find plenty of anti-Muslim content.
Underpinning this identity rhetoric in both regions is an emphasis on national security and counterterrorism. Like in Xinjiang, terrorism has played a role in Kashmir. The current crackdown is linked to the March 2019 attack on a convoy by an Islamist suicide bomber in Pulwana, which killed 40 police personnel.
In Kashmir, surveillance technology, some of it possibly sourced from the very companies enabling Chinese repression in Xinjiang, are creeping in. While the Xinjiang model is still the cutting edge of the digital authoritarian state, Kashmir may not be that far behind. Hikvision, a Chinese state-controlled company and one of the world’s largest developers of sophisticated CCTV surveillance systems, had contracts with Chinese police in Xinjiang, and is now exporting technology to India, according to a recent report from the Carnegie Endowment. Alongside CCTV systems, the use of drones and other aerial vehicles to monitor mosques and the movement of Kashmiris has become pervasive, and there’s even a “smart border” that resembles Chinese efforts to limit the movement of people along the Xinjiang and Tibet borders. Limited access to Indian police and military procurement documents means it is difficult to directly connect Chinese surveillance giants to Kashmir. The shutdown only makes this harder.
“In Kashmir…we don’t know all the technology and what they’re deploying there,” Raman Jit Singh Chima, Asia policy director at Access Now, said.
Beyond the shutdown and the growing surveillance network, there is also worrying rhetoric from Modi’s far-right Hindu nationalist government. There is talk about moving Hindu migrants to Kashmir and allowing Indian and foreign businesses to exploit the resource-rich region, enabled by the removal of laws that forbid non-Kashmiris from owning land in Kashmir. This echoes what has happened in Xinjiang. Encouraged by state policies in the 1950s and ’60s, and by economic opportunities in more recent years, Han Chinese now nearly equal the Uighur population in the region, and vastly outnumber them in the capital, Urumqi. Chinese businesses have invested billions in exploiting natural resources.
There is even chatter on Indian social media about Hindu men marrying fair-skinned Kashmiri women—mimicking the increasing number of stories about forced marriages between Han Chinese men and Uighur women in Xinjiang.
For now, the best hope for Kashmir lies in the fact that India has not yet gone as far down the authoritarian path as China. There remains a civil society, albeit one under increasing pressure, some free press, and a supposedly independent judicial system; there are several cases going through various stages of the court system that seek to force the government to end the shutdown, and respect Kashmiri human rights. But none of them will come to fruition overnight, and some worry that the courts are slowing things down deliberately, perhaps because of pressure from the Modi government.
“Just a few years ago, the Indian Supreme Court said that India’s fundamental right to free speech applies online, and any government restrictions had to pass strict constitutional tests,” Chima said. “The fact that the courts have been slow in providing relief on this have is extremely concerning.”
If India’s courts do not limit the Modi government’s use of national security to cut off an entire region, it could embolden them to further implement draconian, tech-driven surveillance to repress Kashmiris and cement Indian control over the region. Then, other parts of India, which has the second-largest Muslim population in the world, could follow.
“The bigger danger is that this new normal in Kashmir becomes the new normal for the rest of the Indian republic as well, the idea that if you believe you have a national security justification, you can do anything you want,” Chima added.
As China’s other ethnic minorities, such as the Hui, Tibetans, Kazakhs, and even Hong Kongers are seeing, repression and authoritarian technology does not stay in one part of a country, or even region. Rather, it expands and spreads. Ten years ago, it was Xinjiang. Today, it’s Kashmir. Tomorrow, it could be whatever remains of India’s democracy.

Modi’s party stokes anti-Muslim violence in India, report says
Two rights groups say uninvestigated hate crimes, a Hindu hardliner in a key post and the prime minister’s acquiescence are all creating a ‘climate of impunity’ for angry mobs
A joint report by two rights groups accuses Prime Minister
ruling Bharatiya Janata Party (BJP) and its active promotion of Hindu nationalism for the spike in communal violence in India since it came to power in 2014.
According to official statistics, India witnessed more than 700 outbreaks of communal violence last year that killed 86 and injured 2,321 people. The actual number, however, could be higher as many cases go unreported, adds the report by the Mumbai-based Centre for Study of Society and Secularism (CSSS) and the UK-based Minority Rights Group International (MRG).
Communal violence over the last five years has taken a huge toll on minorities, including Christians and Sikhs. But Muslims – who form 15 per cent of the country’s population – have borne the brunt of these hate crimes, such as lynching, threats, attacks on places of worship and forced conversion, it says.
“While communal violence has long been a concern for India’s religious minorities, the current situation is particularly severe,” said Claire Thomas, MRG’s deputy director.
A 16-year-old Muslim boy was stabbed to death on a train last week by a mob that accused him and his three companions of carrying beef in their bags. They were travelling to their village from Delhi after Eid shopping. This week, a Muslim dairy farmer in the eastern state of Jharkhand was beaten up and his house set on fire after a dead cow was found outside it.
The report says that failure by authorities to investigate or prevent these attacks – often led by extremist right-wing groups, including vigilante groups such as cow protection or “anti-Romeo” squads enforcing violent moral policing – have “created a climate of impunity” and might lead to continued attacks.
The report says although Modi has tried to reorient his image around business and economic development, Hindu extremist groups have been emboldened under his rule. Modi’s reluctance to condemn these attacks, it says, is reflected in the stringent, discriminatory laws his government has recently passed, including a ban on cow slaughter. This, along with “long-standing social, economic, and cultural discrimination, has left India’s religious minorities feeling increasingly insecure”, said Thomas.
Uttar Pradesh, India’s most populous state that houses 22 per cent of India’s Muslim population, recorded the most instances of violence against Muslims, especially after the BJP came to power in the state in a landslide victory this year.
The appointment of Yogi Adityanath, a Hindu hardliner with controversial anti-Muslim views, as chief minister, also led to a spike in anti-Muslim violence in the state. There have been reports of “Muslim families fleeing their homes”, it noted.
Uttar Pradesh is home to a disputed site where an ancient mosque was brought down by Hindu fanatics in 1992 claiming it had been built by razing a Hindu temple. The demolition of the mosque triggered nationwide communal riots claiming hundreds of lives.
The report urged the Indian government to enforce existing legislation protecting the rights of all religious communities and to be mindful of comments that might perpetrate hate attacks against Muslims and to make greater efforts to address widespread discrimination across the country towards religious minorities.
“The Minister of Women and Child Welfare stated that profits from slaughterhouses are being used to fund terrorism. Not only was this an out of turn remark, it also encouraged vigilantes to attack members of minority communities engaged in the cattle trade,” CSSS director Irfan Engineer said.
Human rights group Amnesty International also released a statement Wednesday evening, coinciding with demonstrations across India protesting against atrocities against Muslims. It urged the government to condemn the attacks and rising Islamophobia in the country, and said they indicate “a weakening of the rule of law”.

The Magen David (Heb. מָגֵן דָּוִד; shield of David more commonly known as the Star of David), the symbol most commonly associated with Judaism today, is the hexagram or six-pointed star formed by two equilateral triangles which have the same center and are placed in opposite directions.
From as early as the Bronze Age it was used – possibly as an ornament and possibly as a magical sign – in many civilizations and in regions as far apart as Mesopotamia and Britain. Iron Age examples are known from India and from the Iberian peninsula prior to the Roman conquest. Occasionally it appears on Jewish artefacts, such as lamps and seals, but without having any special and recognizable significance. The oldest undisputed example is on a seal from the seventh century B.C.E. found in Sidon and belonging to one Joshua b. Asayahu. In the Second Temple period, the hexagram was often used by Jews and non-Jews alike alongside the pentagram (the five-pointed star), and in the synagogue of Capernaum (second or third century C.E.) it is found side by side with the pentagram and the swastika on a frieze. There is no reason to assume that it was used for any purposes other than decorative. Theories interpreting it as a planetary sign of Saturn and connecting it with the holy stone in the pre-Davidic sanctuary in Jerusalem (Hildegard Lewy, in Archiv Orientální, vol. 18, 1950, 330–65) are purely speculative. Neither in the magical papyri nor in the oldest sources of Jewish *magic does the hexagram appear, but it began to figure as a magical sign from the early Middle Ages. Among Jewish emblems from Hellenistic times (discussed in E. Goodenough, Jewish Symbols in the Greco-Roman Period), both hexagram and pentagram are missing.
The ornamental use of the hexagram continued in the Middle Ages, especially in Muslim and Christian countries. The kings of Navarre used it on their seals (10th and 11th centuries) and (like the pentagram) it was frequently employed on notarial signs in Spain, France, Denmark, and Germany, by Christian and Jewish notaries alike. Sometimes drawn with slightly curved lines, it appears in early Byzantine and many medieval European churches, as, for example, on a stone from an early church in Tiberias (preserved in the Municipal Museum) and on the entrance to the Cathedrals of Burgos, Valencia, and Lerida. Examples are also found on objects used in the church, sometimes in a slanted position; as on the marble bishop's throne (c. 1266) in the Cathedral of Anagni. Probably in imitation of church usage – and certainly not as a specifically Jewish symbol – the hexagram is found on some synagogues from the later Middle Ages, for example, in Hamelin (Germany, c. 1280) and Budweis (Bohemia, probably 14th century). This name connects the hexagram with early Christian, possibly Judeo-Christian magic, such as the Greek magical work The Testament of Solomon. It is not clear in which period the hexagram was engraved on the seal or ring of Solomon, mentioned in the Talmud (Git. 68a–b) as a sign of his dominion over the demons, instead of the name of God, which originally appeared. However, this happened in Christian circles where Byzantine amulets of the sixth century already use the "seal of Solomon" as the name of the hexagram. In many medieval Hebrew manuscripts elaborate designs of the hexagram are to be found, without its being given any name. The origin of this use can be clearly traced to Bible manuscripts from Muslim countries (a specimen is shown in Gunzburg and Stassoff, L'ornement hèbraïque (1905), pl. 8, 15). From the 13th century onward it is found in Hebrew Bible manuscripts from Germany and Spain. Sometimes parts of the masorah are written in the form of a hexagram; sometimes it is simply used, in a more or less elaborate form, as an ornament. Richly adorned specimens from manuscripts in Oxford and Paris have been reproduced by C. Roth, Sefarad, 12, 1952, p. 356, pl. II, and in the catalog of the exhibition "Synagoga," Recklinghausen, 1960, pl. B. 4.
In Arabic magic the "seal of Solomon" was widely used, but at first its use in Jewish circles was restricted to relatively rare cases. Even then, the hexagram and pentagram were easily interchangeable and the name was applied to both figures. As a talisman, it was common in many of the magical versions of the mezuzah which were widespread between the tenth and 14th centuries. Frequently, the magical additions to the traditional text of the mezuzah contained samples of the hexagram, sometimes as many as 12. In magical Hebrew manuscripts of the later Middle Ages, the hexagram was used for certain amulets, among which one for putting out fires attained great popularity (see Heinrich Loewe, Juedischer Feuersegen, 1930).
The notion of a shield of David with magical powers was originally unconnected with the sign. It is difficult to say whether the notion arose in Islam, where the Koran sees David as the first to make protective arms, or from inner traditions of Jewish magic. From earlier times there is only one instance connecting the hexagram with the name David on a sixth-century tombstone from Taranto, southern Italy. There seems to have been some special reason for putting the hexagram before the name of the deceased. The oldest text mentioning a shield of David is contained in an explanation of a magical "alphabet of the angel *Metatron" which stems from the geonic period and was current among the *Ḥasidei Ashkenaz of the 12th century. But here it was the holy Name of 72 names which was said to have been engraved on this protective shield, together with the name MKBY, which the tradition of the magicians connected with Judah Maccabee. In cognate sources this tradition was much embellished. The name of the angel Taftafiyyah, one of the names of Metatron, was added to the 72 holy names, and indeed an amulet in the form of a hexagram with this one name became one of the most widespread protective charms in many medieval and later manuscripts. (From c. 1500 onward the name Shaddai was often substituted for the purely magical one.) This must have provided the transition to the use of the term "magen David" for the sign. What caused the substitution of the figure instead of the "great name of 72 names" is not clear, but in the 16th century instructions can still be found stating that the shield of David should not be drawn in simple lines but must be composed of certain holy names and their combinations, after the pattern of those biblical manuscripts where the lines were composed of the text of the masorah. The oldest known witness to the usage of the term is the kabbalistic Sefer ha-Gevul, written by a grandson of Naḥmanides in the early 14th century. The hexagram occurs there twice, both times called "magen David" and containing the same magical name as in the aforementioned amulet, demonstrating its direct connection with the magical tradition. According to other traditions, mentioned in Isaac Arama's akedah Yiẓḥak, the emblem of David's shield was not the image known by this name today, but Psalm 67 in the shape of the menorah. This became a widespread custom and the "menorah Psalm" was considered a talisman of great power. A booklet from the 16th century says: "King David used to bear this psalm inscribed, pictured, and engraved on his shield, in the shape of the menorah, when he went forth to battle, and he would meditate on its mystery and conquer."
Between 1300 and 1700 the two terms, shield of David and seal of Solomon, are used indiscriminately, predominantly in magical texts, but slowly the former gained ascendancy. It was also used, from 1492, as a printers' sign, especially in books printed in Prague in the first half of the 16th century and in the books printed by the Foa family in Italy and Holland, who incorporated it in their coat of arms. Several Italian Jewish families followed their example between 1660 and 1770. All these usages had as yet no general Jewish connotation. The official use of the shield of David can be traced to Prague, from where it spread in the 17th and 18th centuries through Moravia and Austria and later to southern Germany and Holland. In 1354, Charles IV granted the Prague community the privilege of bearing its own flag – later called in documents "King David's flag" – on which the hexagram was depicted. It therefore became an official emblem, probably chosen because of its significance as a symbol of the days of old when King David, as it were, wore it on his shield. This explains its wide use in Prague, in synagogues, on the official seal of the community, on printed books, and on other objects. Here it was always called magen David. Its use on the tombstone (1613) of David Gans, the astronomer and historian, was still exceptional, obviously in reference to the title of his last work Magen David. Except for one tombstone in Bordeaux (c. 1726), no other example of its being used on tombstones is known before the end of the 18th century. A curious parallel to the development in Prague is the one case of a representation of the Synagogue as an allegorical figure, holding a flag bearing the magen David in a 14th-century Catalan manuscript of the Breviar d'amor by Matfre d'Ermengaud (Ms. of Yates Thompson 31 in the British Museum).
The symbol early moved to other communities. Its use in Budweis has been mentioned above, and the Vienna community used it on its seal in 1655. In the following year it is found on a stone marking the boundary between the Jewish and the Christian quarters of Vienna (according to P. Diamant) or between the Jewish quarter and the Carmelite monastery (according to Max Grunwald). Apparently it was an officially recognized symbol. When the Viennese Jews were expelled in 1670 they took the symbol to many of their new habitats, especially in Moravia, but also to the Ashkenazi community of Amsterdam, where it was used from 1671, first on a medallion permitting entrance to the graveyard. Later it became part of the community's seal. Curiously enough, its migration eastward was much slower. It never occurs on official seals, but here and there during the 17th and 18th centuries it appears as an ornament on objects for use in synagogues and on wood carvings over the Torah shrine (first in Volpa, near Grodno, 1643).
The use of the hexagram as an alchemical symbol denoting the harmony between the antagonistic elements of water and fire became current in the later 17th century, but this had no influence in Jewish circles. Many alchemists, too, began calling it the shield of David (traceable since 1724). But another symbolism sprang up in kabbalistic circles, where the "shield of David" became the "shield of the son of David," the Messiah. Whether this usage was current in Orthodox circles too is not certain, though not impossible. The two kabbalists who testify to it, Isaiah the son of Joel Ba'al Shem (Jacob Emden, Torat ha-Kena'ot, p. 128) and Abraham Ḥayyim Kohenfrom Nikolsburg, combine the two interpretations. But there is no doubt that this messianic interpretation of the sign was current among the followers of Shabbetai Ẓevi. The famous amulets given by Jonathan Eybeschuetz in Metz and Hamburg, which have no convincing interpretation other than a Shabbatean one, have throughout a shield of David designated as "seal of MBD" (Messiah b. David), "seal of the God of Israel," etc. The shield of David was transformed into a secret symbol of the Shabbatean vision of redemption, although this interpretation remained an esoteric one, not to be published.
The prime motive behind the wide diffusion of the sign in the 19th century was the desire to imitate Christianity. The Jews looked for a striking and simple sign which would "symbolize" Judaism in the same way as the cross symbolizes Christianity. This led to the ascendancy of the magen David in official use, on ritual objects and in many other ways. From central and Western Europe it made its way to Eastern Europe and to Oriental Jewry. Almost every synagogue bore it; innumerable communities, and private and charitable organizations stamped it on their seals and letterheads. Whereas during the 18th century its use on ritual objects was still very restricted – a good specimen is a plate for maẓẓot (1770), reproduced on the title page of Monumenta Judaica, catalog of a Jewish exposition in Cologne, 1963 – it now became most popular. By 1799 it had already appeared as a specific Jewish sign in a satirical antisemitic engraving (A. Rubens, Jewish Iconography, no. 1611); in 1822 it was used on the Rothschild family coat of arms when they were raised to the nobility by the Austrian emperor; and from 1840 Heinrich Heine signed his correspondence from Paris in the Augsburger Allgemeine Zeitung with a magen David instead of his name, a remarkable indication of his Jewish identification in spite of his conversion. From such general use it was taken over by the Zionist movement. The very first issue of Die Welt, Herzl's Zionist journal, bore it as its emblem. The magen David became the symbol of new hopes and a new future for the Jewish people, and Franz Rosenzweig also interpreted it in Der Stern der Erloesung (1921) as summing up his philosophical ideas about the meaning of Judaism and the relationships between God, men, and the world. When the Nazis used it as a badge of shame which was to accompany millions on their way to death it took on a new dimension of depth, uniting suffering and hope. While the State of Israel, in its search for Jewish authenticity, chose as its emblem the menorah, a much older Jewish symbol, the Magen David was maintained on the national (formerly Zionist) flag, and is widely used in Jewish life.

1. Smart City Amsterdam. De regio Amsterdam (via de Economic Board) heeft een platform opgericht met de naam Amsterdam Smart City (ASC). Dat platform dient als samenwerkingsverband tussen bedrijven, overheden, kennisinstellingen én de inwoners van de stad met als doel om Amsterdam te ontwikkelen als slimme stad.
2. Smart City Eindhoven. De gemeente Eindhoven houdt zich ook bezig met het concept Smart City. Hoe kan het ook anders in zo’n regio met hoogwaardige technologiebedrijven? De gemeente heeft daarvoor een Urban Data Centre opgericht samen met het CBS.
Een ander project is de Smart City App. Dit is een app waarin de laatste informatie over en uit de stad via een aantrekkelijk en overzichtelijk dashboard wordt getoond.
3. Smart City Utrecht. De gemeente Utrecht kiest weer voor een andere insteek dan Amsterdam en Eindhoven. Utrecht wil een zogenaamd ‘living lab’ zijn, als een stad die voortdurend zoekt naar “nieuwe, slimme allianties van vraagstukeigenaren, creatieve makers, bedrijvigheid en de eindgebruikers van de stad.”
Daarnaast houdt de gemeente zich actief bezig met open data. Dat is het openstellen van datasets aan inwoners en bedrijven, zodat die er nuttige toepassingen voor kunnen ontwikkelen.
4. Smart City Rotterdam. Is het typisch Rotterdam? De stad noemt zichzelf niet per se een slimme stad, maar doet wel allerlei interessante projecten. Geen woorden maar daden. Zo wordt het Zuidplein in de stad omgebouwd met onder meer slimme afvalcontainers en parkeerplaatsen. De gemeente werkt hiervoor samen met kennisinstellingen, TNO en bedrijven als KPN.
5. Sensor City Assen. Assen? Ten opzichte van de andere gemeenten in deze rij, misschien een vreemde eend in de bijt. Toch profileerde Assen zich als slimme stad, vooral op het gebied van sensortechnologie. De gemeente zou 200 sensoren krijgen die alles in de gemeenten zouden kunnen meten. De stad zou een levend laboratorium worden.

Smart Cities in Nederland: voorbeelden, voordelen en verbeterpunten
Nederland staat voor een groot aantal maatschappelijke uitdagingen op gebied van mobiliteit, veiligheid, milieu, energietransitie en duurzaamheid. Al deze vraagstukken hebben met elkaar gemeen dat hun oplossing de betrokkenheid van meerdere partijen vereist, ook buiten de overheid. Smart City-projecten zijn dé manier om de vereiste samenwerking op gang te brengen. Wat verstaan we onder een Smart City, wat zijn de voordelen van zo’n slimme stad en hoe kan het beter? Dat maakt dit artikel aan de hand van enkele Nederlandse voorbeelden duidelijk.
Wat zijn Smart Cities?
De genoemde maatschappelijke vraagstukken spelen in vrijwel alle gemeenten. Ze vereisen samenwerking tussen lokale overheden en de private sector. Een andere sleutel tot succes is het gebruik van data en slimme technologie. ‘Als we dat allemaal laten samenkomen is sprake van een Smart City’, stelt Jean-Pierre Beunen, programmadirecteur Smart City & Sport.
Volgens Beunen kunnen Nederlandse beleidsmakers op het gebied van Smart Cities nog veel van elkaar leren. Niet alleen tussen gemeenten maar ook binnen gemeenten waar verschillende diensten werkzaam zijn. De beste practices kunnen immers weer van dienst zijn bij nieuwe projecten. Op dit moment hebben alleen de vijf grote steden onderling een soort taakverdeling afgesproken met eigen thema’s.
Voorbeelden van Smart Cities in Nederland
Gemeente Leusden
De gemeente Leusden innoveert verder om haar Smart City ambities te verwezenlijken. In de verbonden stad ontstaan steeds meer data. Gemeente Leusden wil deze data slim inzetten. In zogenaamde Proofs of Concepts (PoC’s) testen ze IoT-oplossingen die de stad stap voor stap een Smart City maken. Als overzichtelijke gemeente, met korte lijnen, kunnen ze hierover snel schakelen en organiseren. De innovaties, zoals de slimme afvalbakken, zorgen ervoor dat Leusden voor inwoners en bedrijven leefbaarder en leuker wordt.
Slimme stad Rotterdam
Zo staat duurzaamheid voorop bij het project Ruggedised in delen van Rotterdam Zuid. Elektrisch openbaar vervoer moet het gebruik van de auto terugdringen. Intelligente straatverlichting leidt tot minder energieverbruik, waarbij de lampen reageren op de drukte op straat. De lantaarnpalen gaan ook data verzamelen. KPN levert de data-infrastructuur en -diensten. Van het gebied rond het Zuidplein wordt een 3D-model gemaakt dat onder meer de vervoersbeweging en parkeerintensiteit visualiseert.
Voorbeeld in Breda
In Breda worden bijzondere opsporingsambtenaren geholpen in de strijd tegen vuurwerkoverlast. Binnen vijf seconden na een knal kan dankzij een systeem van sensoren worden bepaald waar het vuurwerk is afgestoken. Dit bevordert de gerichte opsporing.
Andere voorbeelden in Nederland
In Amsterdam Zuidoost wordt gekeken hoe de drukte tijdens grote evenementen rond de Johan Cruyff Arena beter te beheersen is. Centraal staat de doorstroming van het verkeer. Verschillende partijen stellen hiervoor data beschikbaar. Behalve in de hoofdstad wordt ook in Helmond 5G ingezet om mobiliteitsproblemen op te lossen. In Nijmegen is KPN betrokken bij de monitoring van driehonderd bomen. Met een partner is een sensor ontwikkeld die de samenstelling van de bodem, vochtigheidsgraad en hoeveelheid voedingsstoffen bepaalt.
Voordelen van Smart Cities
Cruciaal voor de ontwikkeling van een Smart City is de vorming van een goed werkend ecosysteem dat bestaat uit overheden, bedrijfsleven, startups en universiteiten en hogescholen. In een Smart City worden op een slimme manier bestaande en nieuwe technologie toegepast in combinatie met meerdere databronnen. Het gebruik van data en algoritmes moet uiteindelijk leiden tot een slimmer beleid. Beunen benadrukt het belang van openheid en transparantie in deze samenwerkingsverbanden die heel complex kunnen zijn.
Een aantal Smart City-projecten heeft aardige resultaten opgeleverd. Maar hun impact had groter kunnen zijn. Volgens Beunen kunnen veel bottlenecks worden voorkomen door van tevoren de verwachtingen uit te spreken die elke partij van het project heeft, zodat duidelijk wordt hoe iedereen erin zit. ‘Om maatschappelijk doorbraken te bewerkstelligen moeten de deelnemers over hun eigen doelstellingen zien heen te stappen. De gedachte aan kortetermijngewin dient even opzij te worden geschoven’, zegt Beunen. Bij een slimme stad staat een integrale aanpak voorop. Neem bijvoorbeeld het ophalen van afval. Zo’n probleem moet niet geïsoleerd worden bekeken, maar in de context van logistiek, verkeersveiligheid, geluidshinder, milieu (fijnstof en stikstof) en duurzaamheid. Het voordeel van de Smart City-aanpak is dat oplossingen meerdere vlakken raken. Het is een prima tool om bijvoorbeeld niet alleen de mobiliteit, maar ook de veiligheid en duurzaamheid te vergroten. Verkokering wordt zo als het goed is voorkomen.
Lessen voor de toekomst
Deze voordelen komen er in de praktijk thans nog onvoldoende uit, vindt Beunen. De techniek biedt veel mogelijkheden maar wet- en regelgeving vormen vaak een obstakel. De aanbestedingswetgeving kan een hindernis zijn. Ook moet nog worden gewend aan de publiek-private samenwerking. Verder moeten partijen fouten durven te maken, zeker als nieuwe technologie wordt ingezet. Wat dat betreft bestaat er nog veel koudwatervrees.
Een andere les die uit bestaande Smart City-projecten valt te leren, is dat vooraf goed moet worden nagedacht of er voor de uiteindelijke implementatie voldoende budget is. Want de operationele opschaling vergt soms behoorlijke investeringen. Denk aan de slimme verkeerslichten of lantaarnpalen die aan internet zijn gekoppeld. Gemeenten willen vaak wel, maar lopen tegen budgettaire beperkingen op. Het komt ook voor dat de programmadirecteur digitaal die namens de gemeente in een Smart City-project zit geen of weinig budget heeft. Het geld moet vaak uit meerdere silo’s komen met alle problemen van dien.
Smart society
De voordelen van Smart Cities zouden ook groter zijn bij een minder decentrale aanpak. Elke gemeente heeft momenteel zijn eigen prioriteitsstelling. Per lokale overheid verschilt het nogal wat belangrijk wordt gevonden. Volgens Beunen moet er meer een rode draad in thema’s komen. Het helpt ook als bestuurlijke agenda’s meer op elkaar worden afgestemd. Het beleid in Amsterdam kan totaal anders zijn dan dat in de aangrenzende Haarlemmermeer. Er is sprake van een versnipperd landschap van maatregelen. Slimme steden gedijen theoretisch gezien het beste bij een integrale aanpak. Maar een al te weidse visie met een te massale aanpak kan de voortgang juist belemmeren. Beunen denkt dat het daarom verstandiger is om zo’n Smart City-project stap voor stap te doen.
De ecosystemen die rond slimme steden ontstaan, zijn grote netwerken. En idealiter houden deze netwerken niet op bij de gemeentegrenzen. Door verder te kijken kunnen maatschappelijke problemen beter worden opgelost. Beunen ziet de Smart Cities op den duur overgaan in een grote smart society. ‘Nederland is eigenlijk één grote, aan elkaar geknoopte stad’, zegt hij. Op een gebied van pakweg vierhonderd bij tweehonderd kilometer kunnen we ons niet permitteren van elke gemeente een aparte Smart City te maken waar het wiel opnieuw moet worden uitgevonden.
De resultaten van de projecten in Amsterdam, Rotterdam, Nijmegen en Breda zijn hoopgevend. Het is overigens niet zo dat steden er meteen aan verdienen, benadrukt Beunen. ‘Een Smart City is geen quick win. Het rendement komt pas op langere termijn’, zo besluit hij. THE BLACK BIRD
December 12th, 1992
In my dream it seemed I was in front of the apartment building where I live. As I was standing and looking at the overhead clouds, a black bird, of a gigantic size, suddenly appeared. It was coming toward the ground with great speed. As it approached, it spread its wings. When I looked, I saw that something was written on the wings. It said, "Power has been given to me to be able to come against the Christians in a short time."
On the beak of the bird was written, "I want to make war against the true Christians - those that serve God with their hearts, their lives, and their actions not only in name. We'll see if they will be able to stand up against me... We'll see... I am a warrior. I fight against Christ."
This bird, of undescribable size, was never calm. It soared up and down. As I watched, I was able to see how terrifying and mean it looked. Suddenly, it dropped a ribbon which said, "It will not be long before I will declare war against the Christians. I myself will fight with all my strength." Again it began to soar upwards. Then, suddenly, a cloud of rain, thunder, and lightning appeared! A lightning bolt hit the bird and it fell to the earth. To me it seemed dead. Feeling great joy that it was dead, I went to study it more closely. As I was looking at it, it raised its head and said, "Do you really think I'm dead? I just played dead because I did not want Christ to be mad at me. In a short time, though, I will be allowed to fight against the Christians in this country." Then it shot up like an arrow, and circled over me once. It dropped a letter, that was written in English. I gave the letter to my daughter to read. It said, "I was given power on earth to fight against all those that serve and do the work of God. I have succeeded in destroying some, and others I have taken prisoner. In a short time I will be allowed to fight against you, and others like you. -Lucifer."
Terrified and troubled by my dream, I woke up and told my family. Now I am also telling it to you.

Het overgrote deel ervan bleef van kracht, zelfs gedurende de Perzische, Griekse en Parthische veroveringen, die het privéleven in Babylonië slechts minimaal beroerden. Het is zelfs zo lang van betekenis geweest dat het Syro-Romeinse recht en later het Islamitische recht in Mesopotamië erdoor beïnvloed kon worden.
De wetten en gewoonten die aan de Codex voorafgingen, zullen we “vroeg” noemen; die van het Neo-Babylonische keizerrijk (evenals het Perzische, Griekse etc.) noemen we “laat”. Bovenstaand adagium is ontleend aan de beroemde Nederlandse rechtsgeleerde Hugo de Groot. Sinds 1938 sierde de regel de grote zittingzaal van het toenmalige gebouw van de Hoge Raad aan het Plein in Den Haag, gouden letters, uitgebeiteld in de groenmarmeren muur, boven de hoofden van de Raadsheren.
Boven de regel waren beeltenissen aangebracht van vier grote wetgevers die de geschiedenis heeft voortgebracht: de bijbelse Mozes, de griek Solon, de byzantijnse Justinianus en de franse keizer Napoleon. Daaronder dus de spreuk en daar weer onder de Raadsheren van vlees en bloed, bezig met het uitspreken van hun iudicia, hun beslissingen.
Legitimatie en Vermaning
Men kan de regel zien als een legitimatie, een rechtvaardiging, voor de macht van justitie. Immers, het alternatief is oorlog en dat wil niemand.
Met evenveel recht kan men in de symboliek een vermaning zien van de wetgever aan de rechters om met een eerlijke beslissing een eind te maken aan de rechtstrijd tussen rechtzoekenden. Een vermaning aan de rechter tot zelfvertrouwen: een beslissing nemen vergt soms moed, maar een rechtvaardige beslissing brengt vrede: de vrede van het recht, die de onderdrukking overbodig maakt. Een vrede die zich zelf in vervulling doet gaan.
Omkering
In het familierecht ontaardt een rechtsstrijd niet zelden in een regelrechte oorlog tussen ouders. Een door de wet uitgelokte alles-of-niets-strijd om de kinderen. Een rechter die zegt: "het oplossen van hun conflict is primair een verantwoordelijkheid van de ouders zelf" en aldus het conflict uit de hand laat lopen, zou nog eens te rade moeten gaan bij de grootste rechtsgeleerde die ons land heeft voortgebracht: Hugo de Groot.
Welbeschouwd mag de spreuk van Hugo de Groot ook omgedraaid worden:

Symboliek?
Het gebouw van de Hoge Raad aan het Plein heeft plaats moeten maken voor de nieuwbouw van de Tweede Kamer. Geografisch ongeveer op dezelfde plek, maar nu dus in de hal van de Tweede Kamer, zijn de groenmarmeren panelen met het ingebeiteld adagium als relikwie opgesteld.
In 1988 is de Hoge Raad verhuisd. Op het bezoekadres aan de Kazernestraat is de regel eveneens opnieuw in de muur gebeiteld, nu in de sobere hal.

In the middle of the entrance hall, on the wall of the square inner courtyard between the two courtrooms, is a surprising painting by Helen Verhoeven commissioned for the spot. At 4 x 6 meters, this monumental work is quite a bit bigger than Rembrandt’s Nightwatch in the Rijksmuseum. Titled Hoge Raad, the populous painting gives an impression of the history of the Netherlands as a society and state, and the place of the Supreme Court within that history. The paintings represented within the painting refer to the consequences of the absence of orderly justice. This touches on the Supreme Court’s motto, words penned by the Dutch legal scholar Hugo de Groot (1583-1645), founder of international law and maritime law: UBI IUDICIA DEFICIUNT INCIPIT BELLUM. Loosely translated, the motto reads: Where legal justice falls short, armed struggle begins.

Historical development
International law reflects the establishment and subsequent modification of a world system founded almost exclusively on the notion that independent sovereign states are the only relevant actors (FAKE) in the international system. The essential structure of international law was mapped out during the European Renaissance, though its origins lay deep in history and can be traced to cooperative agreements between peoples in the ancient Middle East. Among the earliest of these agreements were a treaty between the rulers of Lagash and Umma (in the area of Mesopotamia) in approximately 2100 BCE and an agreement between the Egyptian pharaoh Ramses II and Hattusilis III, the king of the Hittites, concluded in 1258 BCE. A number of pacts were subsequently negotiated by various Middle Eastern empires. The long and rich cultural traditions of ancient Israel, the Indian subcontinent, and China were also vital in the development of international law. In addition, basic notions of governance, of political relations, and of the interaction of independent units provided by ancient Greek political philosophy and the relations between the Greek city-states constituted important sources for the evolution of the international legal system.
Many of the concepts that today underpin the international legal order were established during the Roman Empire. (There was NO roman empire there is NO proove they lied 1000 years of so called history that was never there) The jus gentium (Latin: “law of nations”), for example, was invented by the Romans to govern the status of foreigners and the relations between foreigners and Roman citizens. In accord with the Greek concept of natural law, which they adopted, the Romans conceived of the jus gentiumas having universal application. In the Middle Ages, the concept of natural law, infused with religious principles through the writings of the Jewish philosopher Moses Maimonides (1135–1204) and the theologian St. Thomas Aquinas (1224/25–1274), became the intellectual foundation of the new discipline of the law of nations, regarded as that part of natural law that applied to the relations between sovereign states.
After the collapse of the western Roman Empire in the 5th century CE, Europe suffered from frequent warring for nearly 500 years. Eventually, a group of nation-states emerged, and a number of supranational sets of rules were developed to govern interstate relations, including canon law, the law merchant (which governed trade), and various codes of maritime law—e.g., the 12th-century Rolls of Oléron, named for an island off the west coast of France, and the Laws of Wisby (Visby), the seat of the Hanseatic League until 1361. In the 15th century the arrival of Greek scholars in Europe from the collapsing Byzantine Empire and the introduction of the printing press spurred the development of scientific, humanistic, and individualist thought, while the expansion of ocean navigation by European explorers spread European norms throughout the world and broadened the intellectual and geographic horizons of western Europe. The subsequent consolidation of European states with increasing wealth and ambitions, coupled with the growth in trade, necessitated the establishment of a set of rules to regulate their relations. In the 16th century the concept of sovereignty provided a basis for the entrenchment of power in the person of the king and was later transformed into a principle of collective sovereignty as the divine right of kings gave way constitutionally to parliamentary or representative forms of government. Sovereignty also acquired an external meaning, referring to independence within a system of competing nation-states.
Early writers who dealt with questions of governance and relations between nations included the Italian lawyers Bartolo da Sassoferrato (1313/14–1357), regarded as the founder of the modern study of private international law, and Baldo degli Ubaldi (1327–1400), a famed teacher, papal adviser, and authority on Roman and feudal law. The essence of the new approach, however, can be more directly traced to the philosophers of the Spanish Golden Age of the 16th and 17th centuries. Both Francisco de Vitoria (1486–1546), who was particularly concerned with the treatment of the indigenous peoples of South America by the conquering Spanish forces, and Francisco Suárez (1548–1617) emphasized that international law was founded upon the law of nature. In 1598 Italian jurist Alberico Gentili (1552–1608), considered the originator of the secular school of thought in international law, published De jure belli libri tres (1598; Three Books on the Law of War), which contained a comprehensive discussion of the laws of war and treaties. Gentili’s work initiated a transformation of the law of nature from a theological concept to a concept of secular philosophy founded on reason. The Dutch jurist Hugo Grotius (1583–1645) has influenced the development of the field to an extent unequaled by any other theorist, though his reputation as the father of international law has perhaps been exaggerated. Grotius excised theology from international law and organized it into a comprehensive system, especially in De Jure Belli ac Pacis (1625; On the Law of War and Peace). Grotius emphasized the freedom of the high seas, a notion that rapidly gained acceptance among the northern European powers that were embarking upon extensive missions of exploration and colonization around the world.
The scholars who followed Grotius can be grouped into two schools, the naturalists and the positivists. The former camp included the German jurist Samuel von Pufendorf (1632–94), who stressed the supremacy of the law of nature. In contrast, positivist writers, such as Richard Zouche(1590–1661) in England and Cornelis van Bynkershoek (1673–1743) in the Netherlands, emphasized the actual practice of contemporary states over concepts derived from biblical sources, Greek thought, or Roman law. These new writings also focused greater attention on the law of peace and the conduct of interstate relations than on the law of war, as the focus of international law shifted away from the conditions necessary to justify the resort to force in order to deal with increasingly sophisticated interstate relations in areas such as the law of the sea and commercial treaties. The positivist school made use of the new scientific method and was in that respect consistent with the empiricist and inductive approach to philosophy that was then gaining acceptance in Europe. Elements of both positivism and natural law appear in the works of the German philosopher Christian Wolff (1679–1754) and the Swiss jurist Emerich de Vattel (1714–67), both of whom attempted to develop an approach that avoided the extremes of each school. During the 18th century, the naturalist school was gradually eclipsed by the positivist tradition, though, at the same time, the concept of natural rights—which played a prominent role in the American and French revolutions—was becoming a vital element in international politics. In international law, however, the concept of natural rights had only marginal significance until the 20th century.
Positivism’s influence peaked during the expansionist and industrial 19th century, when the notion of state sovereignty was buttressed by the ideas of exclusive domestic jurisdiction and nonintervention in the affairs of other states—ideas that had been spread throughout the world by the European imperial powers. In the 20th century, however, positivism’s dominance in international law was undermined by the impact of two world wars, the resulting growth of international organizations—e.g., the League of Nations, founded in 1919, and the UN, founded in 1945—and the increasing importance of human rights. Having become geographically international through the colonial expansion of the European powers, international law became truly international in the first decades after World War II, when decolonization resulted in the establishment of scores of newly independent states. The varying political and economic interests and needs of these states, along with their diverse cultural backgrounds, infused the hitherto European-dominated principles and practices of international law with new influences.
The development of international law—both its rules and its institutions—is inevitably shaped by international political events. From the end of World War II until the 1990s, most events that threatened international peace and security were connected to the Cold War between the Soviet Union and its allies and the U.S.-led Western alliance. The UN Security Council was unable to function as intended, because resolutions proposed by one side were likely to be vetoed by the other. The bipolar system of alliances prompted the development of regional organizations—e.g., the Warsaw Pact organized by the Soviet Union and the North Atlantic Treaty Organization (NATO) established by the United States—and encouraged the proliferation of conflicts on the peripheries of the two blocs, including in Korea, Vietnam, and Berlin. Furthermore, the development of norms for protecting human rights proceeded unevenly, slowed by sharp ideological divisions.
The Cold War also gave rise to the coalescence of a group of nonaligned and often newly decolonized states, the so-called “Third World,” whose support was eagerly sought by both the United States and the Soviet Union. The developing world’s increased prominence focused attention upon the interests of those states, particularly as they related to decolonization, racial discrimination, and economic aid. It also fostered greater universalism in international politics and international law. The ICJ’s statute, for example, declared that the organization of the court must reflect the main forms of civilization and the principal legal systems of the world. Similarly, an informal agreement among members of the UN requires that nonpermanent seats on the Security Council be apportioned to ensure equitable regional representation; 5 of the 10 seats have regularly gone to Africa or Asia, two to Latin America, and the remainder to Europe or other states. Other UN organs are structured in a similar fashion.
The collapse of the Soviet Union and the end of the Cold War in the early 1990s increased political cooperation between the United States and Russia and their allies across the Northern Hemisphere, but tensions also increased between states of the north and those of the south, especially on issues such as trade, human rights, and the law of the sea. Technology and globalization—the rapidly escalating growth in the international movement in goods, services, currency, information, and persons—also became significant forces, spurring international cooperation and somewhat reducing the ideological barriers that divided the world, though globalization also led to increasing trade tensions between allies such as the United States and the European Union (EU).
Since the 1980s, globalization has increased the number and sphere of influence of international and regional organizations and required the expansion of international law to cover the rights and obligations of these actors (FAKE). Because of its complexity and the sheer number of actors (FAKE) it affects, new international law is now frequently created through processes that require near-universal consensus. In the area of the environment, for example, bilateral negotiations have been supplemented—and in some cases replaced—by multilateral ones, transmuting the process of individual state consent into community acceptance. Various environmental agreements and the Law of the Sea treaty (1982) have been negotiated through this consensus-building process. International law as a system is complex. Although in principle it is “horizontal,” in the sense of being founded upon the concept of the equality of states—one of the basic principles of international law—in reality some states continue to be more important than others in creating and maintaining international law.

VN Project ID4D: In 2030 een verplicht biometrische ID voor iedere wereldburger

De Verenigde Naties (VN) wil dat in 2030 de totale wereldbevolking in het bezit is van een ID-kaart waarop biometrische gegevens van de drager zijn opgeslagen. De eerste pilotprojecten zijn al gestart. Biometrische gegevens zijn unieke lichaamskenmerken zoals je vingerafdruk, de structuur van je iris of een gezichtsopname.
Een van de participanten in het project is de Wereldbank. Op hun website staat te lezen dat men is gestart met het Identification for Development initiatief (ID4D), een ambitieus plan dat past binnen de agenda voor Duurzame Ontwikkeling van de VN [punt 16.9; By 2030, provide legal identity for all, including birth registration].
“ID4D gaat er voor zorgen dat mensen toegang hebben tot hun maatschappelijke en juridische rechten”. Rijst meteen de vraag wat er met je gebeurt als je deze biometrische ID-kaart weigert. Kun je dan bijvoorbeeld uitgesloten worden van deelname aan een ziektekostenverzekering?
Vluchtelingenorganisatie UNHCR heeft inmiddels de daad bij het woord gevoegd en samen met technologiebedrijf Accenture de eerste pilotprojecten opgestart. Op dit moment worden in een aantal vluchtelingenkampen mensen voorzien van een identiteit met behulp van Accenture’s Biometric Identity Management System (BIS). Contant geld zal verdwijnen
De gevestigde orde of ‘elite’ lijkt iedereen in ‘het systeem’ te willen zetten, dat vervolgens eenvoudig door hen kan worden gecontroleerd en gemanipuleerd. Dat is tevens de belangrijkste reden waarom het gebruik van contant geld in steeds meer landen wordt ontmoedigd. Zweden loopt hiermee voorop door het verwijderen van steeds meer pinautomaten, zelfs in afgelegen dorpen. Maar ook Iran overweegt inmiddels in het zuiden van het land een volledig cashloos gebied te introduceren, waar alleen nog maar elektronisch kan worden betaald (2).
Achterliggende gedachte is dat zodra mensen voor 100% zijn aangewezen op digitaal geld hun banken negatieve rente kunnen invoeren, zodat de burgers gedwongen zullen worden om rente te betalen over hun eigen bank- en ‘spaar’rekeningen. Hiermee wordt niet alleen consumeren bevorderd (‘goed voor de economie’), maar ook de weg vrijgemaakt voor automatische ‘bail-ins’, waarmee de rekeninghouders in één klap met een afschrijving van bijvoorbeeld 10% van hun tegoeden te maken kunnen krijgen omdat de bank of de overheid dat nodig acht om niet failliet te gaan.
Einde persoonlijke vrijheid, privacy, welvaart in zicht
Allergrootste gevaar is dat er zo goed als zeker geen enkele persoonlijke vrijheid en privacy meer zal overblijven. Mensen zullen kunnen worden gedwongen om enkel ‘gewenst’ gedrag te vertonen. Iedereen die het niet met de virtuele VN-‘wereldregering’ eens is kan onmiddellijk rekenen op harde sancties, zoals het verlies van zijn inkomsten doordat de toegang tot zijn bankrekening (en het complete internet) wordt geblokkeerd.
Als het aan de VN ligt behoort vrijheid van meningsuiting, samen met democratie en soevereiniteit, in uiterlijk 2030 dus definitief tot het verleden. Dat lijkt nog ver weg, maar 15 jaar is snel voorbij, en de technologie is inmiddels volledig voorhanden om deze plannen desnoods fors te versnellen, bijvoorbeeld tijdens een –mogelijk bewust voor dit doel gecreëerde- wereldwijde crisis.
EU is ‘pilot project’ voor totalitair systeem
De EU is zoals u ongetwijfeld weet al tientallen jaren het ‘pilot project’ voor de invoering van zo’n wereldomvattend totalitair systeem. Op dit moment hebben de EU en de VN -met steun van het Vaticaan en tal van linkse NGO’s- met een gigantische migranteninvasie frontaal de aanval geopend op de laatste resten soevereiniteit, nationale identiteit en vrijheid in Europa. Wat vervolgens eveneens zal verdwijnen is onze sociale zekerheid en hoogstaande voorzieningen, omdat die door de komst van miljoenen moslimmigranten onbetaalbaar zullen worden. Daarmee zal de door de VN gewenste permanente verarming van Europa een feit zijn.

De Verenigde Naties hebben vier stafmedewerkers ontslagen die kinderporno op hun computer hadden. Een vijfde medewerker moet weg bij de VN omdat hij handelde in drugs.

Most unmarried mothers 150 years ago had to hand over their babies to foundling hospitals. A new exhibition looks at what became of these women.

I am surrounded by a set of paintings produced 150 years ago at the height of the Victorian age, and the one thing that stands out is a sense of desperation. What is truly shocking and tragic is that they all portray ordinary young mothers caught up in a terrible and unforgiving morality that means abandoning their children is their best, and in many cases their only, hope for the future.
Exhibition on forced adoption prompts outpouring from women moved by loss
All the images are at the Foundling hospital in London, which, in the middle of the 19th century, took in and raised the babies of “fallen women”. Unmarried women who became pregnant had extremely limited choices and, for many, the only possible route was to give up their child to the Foundling hospital and then attempt to claw their way back to their “respectable” lives as governesses or servants.
Throughout the 19th century, about 4,500 women handed over their children at this hospital alone. Now a museum, it has held many exhibitions over recent years charting what happened to these babies. But next week, the focus will shift to a story previously untold: the mothers’ tales. Who were these women? How did they get into their predicament? And what became of them after they had given up their babies?
They are stories, says Professor Lynda Nead of London’s Birkbeck College, curator of the exhibition, that have been hard to assemble. These women were trying to escape the workhouse (where infant mortality was more than 90%) and gain a measure of respectability; but for both mother and child to survive, they inevitably had to be parted, because no woman could raise a child born outside marriage and remain in “polite society”, or employment, in the 19th century. And so they brought their babies to the hospital.

To get their child accepted, the mothers needed to submit a written petition to prove they were of previous “good character”, and that they had only “fallen” into a “criminal conversation”, as it was euphemistically called, on this one occasion. In front of a panel of middle-aged and elderly men, the young women were forced to describe the details of their sex lives, and their sexual history. Many of the women were illiterate, so their petitions were written down by someone else, and these tragic submissions are another part of the new exhibition.
They were women like 21-year-old Ann Gidding, who in 1831 told the Foundling hospital’s governors that she had been a housemaid to Miss Murray of 16 Wilton Crescent. The child’s father, she explained, was John Harewood, a footman at the house. After she discovered she was pregnant, he abandoned her; and she had, she explained, no other means whatsoever of supporting her child, imploring the governors to “take this to your feeling consideration”.
Susannah Jane Keys, who had recently given birth to twins, explained that the father of her children was a lodger at the home of friends. He seemed respectable and came to visit her at her father’s house, but raped her there. She “resisted and cried out”, but there was no one to hear.
Harriet Hooper met the father of her child at a singing class run by a church organist; he offered to take her to a house where there was a piano, so she could sing there; but on arrival it transpired “there was no pianoforte but a bed. I wished to leave but he prevented me and kept me for some time,” she explained. She never saw him again.
When Annie Culver, a housemaid, became pregnant, the father of her child told her to drown herself, and said he would help her to do it.
Sarah Farquar, who arrived at the hospital with her child in 1854, was different from many, in that she was a governess and so was able to write her own petition. In a series of letters to the secretary of the hospital, she describes how she was drugged and then raped, and that when she later found she was pregnant, “My first thought was self-destruction and this I attempted twice.”
The stories of these women are unlikely to be the whole truth, explains Nead, because in their desperation they would try to jump through the hoops the Foundling hospital assembled. “They knew what they had to say to get their baby saved, and it was that they had had been respectable, that they had fallen from virtue, and that they could return to respectability if they could give up their babies.
“It’s very clear that they feel they have no option but to give their babies up; and it’s very clear that they are aware that this is all about judgment. They were judged right from the very start, in fact: when they came to collect a form from the porter’s lodge, the porter would make notes on their appearance that would later be on their file.”

Sometimes, though, their petition was rejected. When the hospital authorities investigated Ann Gidding’s story, for example, they discovered there was no Miss Murray at Wilton Crescent, or at Wilton Terrace or Wilton Place either, and her application was turned down.
What happened next to the mothers who were successful in getting the hospital to take their babies is the hardest thing of all to discover, says Nead. “They melted out of the picture: they were not encouraged to visit their children or to try to keep up any kind of relationship with them.”
I was one of Britain's last foundlings
Of the thousands of women who deposited their children at the hospital during the 19th century, only two ever seem to have been in a position to claim them back, despite the fact that another of the paintings in the show – by the artist Emma Brownlow, whose father was the hospital’s director – is The Foundling Restored to its Mother in 1858.
In a way, the painting is fitting because it illustrates how fable is woven with reality in the story of the fallen women and their babies. At the heart of Victorian England was a myth about women and their virtue, and it is forcefully echoed in the culture of the age: not only the sort of paintings that are included in the exhibition, but also the literature of the times (Lady Dedlock in Charles Dickens’ Bleak House and Elizabeth Gaskell’s 1853 novel Ruth).
What was essential to Victorian England was that women stayed “pure” (there was, unsurprisingly, no parallel narrative of a “fallen man”) and what happened to the mothers who arrived with their babies at the Foundling hospital, as played out across the art and literature and music of the century, was to be a lesson to all the rest. The “fault” was all female; and for the women who fell, the drop was very far indeed.

How Cestui Que Vie Works
Cestui que vie as a legal concept dates to the medieval period, specifically England. During this time, the owners of farms and other properties could be absent for extended periods of time as they traveled, whether for business or religious purposes. It became important to ensure that family members, business partners or tenants could use the property without fear of it being expropriated by feudal lords. While the individual was away, a trustee took care of the land but did not retain legal ownership over the property. The trust often relied on a good faith understanding between the parties.

Later, however, after the Great Plague of 1665 and the Great Fire of 1666 had destroyed London, the British government enacted the Cestui Que Vie Act in 1666, which reinstated the legal concept. After those twin catastrophes, hundreds of thousands of British citizens died or fled. In response, the government took all private property into the trust until the proper heirs or owners could be identified—the cestui que vie. Some parts of the 1666 Act are still law in the United Kingdom.
The legal concepts behind cestui que vie changed a bit over the centuries in order to reduce fraud and to ensure that property owners couldn’t shift their property into trusts in order to dodge creditors. More recently, laws against property held in perpetuity required that parties named as the beneficiaries in a trust should vest, and thus have an interest in the trust rather than passively receive benefits.
When a trust is created it is done for the benefit of a specific individual who is identified in the trust document. In a trust, the cestui que trust is the person who has an equitable interest in the trust. The legal title of the trust, however, is given to the trustee. Cestui qui use, or he who uses, is the person for whose benefit the trust is made. During the medieval period, cestui que use arrangements became so common that they were often assumed to be present even when they had not been arranged.

History of the Uniform Commercial Code (UCC)
The Uniform Commercial Code (UCC) was not established through Congress. It was created by private organizations that include the National Conference of Commissioners on Uniform State Laws (NCCUSL) and the American Law Institute (ALI).
The Uniform Commercial Code (UCC) was drawn up and ratified by most states in the 1950s. Louisiana is now the only state that has not fully ratified the code, although it has adopted part of it.
Special Considerations
Each state has the option of adopting the code as it was written and amended or adopting and modifying provisions of it.
Louisiana did not adopt Article 2 of the Uniform Commercial Code (UCC) as written. The state also did not adopt Article 2A, which covers the lease and rental of personal property that is not regarded as real estate. California has made some modifications, too, implementing its own version of the UCC laws.

Contract law is a body of law that governs, enforces, and interprets agreements related to an exchange of goods, services, properties, or money. According to contract law, an agreement made between two or more people or business entities, in which there is a promise to do something in return for a gain or advantage, is legally binding. Contract law is the center of many business dealings, and anyone entering into a contract should that failing to abide by the contract, even by mistake, could result in serious problems. To explore this concept, consider the following contract law definition

What is Contract Law
Contract law governs the legality of agreements made between two or more parties when there is an exchange of some sort intended to take place. In nearly all business transactions, contracts are made. Such contracts, even if made by a verbal agreement, are legally enforceable, as an obligation to fulfill the terms of the agreement has been created. Anytime an individual, business, or other entity agrees to take action, or to make an exchange or payment for something of value, a contract has been created. Examples of such agreements in business include bills of sale, purchase orders, and employment agreements.
Laws Governing Contracts
There are laws governing contracts at the federal, state, and local levels, though most contracts are subject to the laws of the state in which it was created. Because the laws governing contracts vary a little by jurisdiction, most contracts include a governing law provision. This is a section of the contract itself in which it is specifically stated which state’s laws will apply to interpreting and enforcing the contract should a dispute arise. Many contracts also specify how a dispute is to be dealt with, often stating that the parties will use arbitration, rather than go to court over a dispute.
Anticipatory Breach vs. Actual Breach
Contracts are breached in two primary ways, referred to as (1) and actual breach, and (2) an anticipatory breach. An actual breach occurs when one party to the agreement fails or refuses to honor his part of, or complete his duties under, the contract.
For example:
Josh agrees to deliver 300 pavers to Charles at his home on Monday, for $150.00. Charles pays Josh the full amount up front, but Josh fails to deliver the pavers on Monday. When the pavers still haven’t been delivered on Wednesday, Charles is angry and simply wants his money refunded. Josh has committed an actual breach of his contract with Charles.
An anticipatory breach refers to an intended or anticipated failure of one party to perform his duties under the contract. Anticipatory breach occurs when one party informs the other party of his unwillingness, or inability, to perform under the contract ahead of time. In such a case, the party that will be harmed by the breach does not have to wait until all other terms, or a required date, has come and gone before taking legal action.
For example:
Mary is moving out of her rental home, into the home she recently purchased with her new husband. Mary contracts with the Happy Housekeepers service for a thorough cleaning of the rental on Thursday, a full day after she has removed all of her belongings, so that she can do a walk-through with the landlord on Friday, the 31st of the month. Mary pays the $300 fee to the cleaning company in advance. On Monday, three days before the company is to clean the house, Mary receives a phone call informing her the service will be unable to do the job on Thursday, due to other obligations.
Happy Housekeepers has committed an anticipatory breach, letting Mary know in advance that it will not be performing its duties as agreed. There are several actions Mary can take, all of which may take anywhere from a few days, to months, to wrap up. The major problem from Mary’s point of view is that she must turn the clean apartment over to the landlord no later than Friday, or she will incur another month’s rent.
If Mary is unable to get another service to handle the job on time, Happy Housekeepers may be held liable, not only to return Mary’s $300 payment, but for the extra month’s rent incurred because of the company’s breach of contract.
Elements of a Legally Binding Contract
Contract law requires certain elements of a legally binding contract to be met in order for the agreement to be enforceable. Regardless of the type of contract, if any of these four elements is not met, the contract may not be enforceable:
Offer
An offer must be made in a contract. Such an offer may be to exchange goods or services for something of value, or an offer to act or refrain from acting in a certain manner. For example, a construction contractor offers to build a house in exchange for a specified amount of money. An offer may be made in person, or in writing.
Acceptance
Acceptance is the agreement of the other party to the offer presented. In most contracts, the method of signaling acceptance is left open. While in many contracts, both parties add their signatures to demonstrate their agreement to the terms, others assume an acceptance of the offer to be made when one or both parties perform their duties under the contract.
Consideration
All parties to any contract must provide the other parties something of value, which entices the other party to enter into the agreement. The “something of value” is referred to as “consideration,” and it does not necessarily need to be money. For example, Paul agrees to give Nancy his above-ground swimming pool in exchange for daycare services in her home.
Competency
All parties entering into a contract must have a legal capacity, or competency, to do so. Each must be able to understand his legal liability and responsibilities under the contract. This prevents someone from taking advantage of minors and those who are mentally incapacitated, as these individuals cannot legally enter into an enforceable contract.
Mutuality
Under the doctrine of mutuality, all parties must be willing, and have an intent, to perform their obligations under the contract at the time it is made. Without mutual intent, neither party would be bound by the contract. Additionally, mutuality requires any cancellation of a contract to be agreed to by all parties involved.
Breach of Contract in Failed Surgery
George A. Hawkins had suffered a severe burn to his hand when he was 11 years old. Local doctor Edward R. B. McGee approached Hawkins’ father, offering to do surgery to repair Hawkins’ hand, and guaranteed the surgery would leave Hawkins with a “one-hundred percent good hand.” McGee repaired the hand by grafting skin from the patient’s chest to replace the horribly scarred area. The surgery was not successful, and Hawkins’ hand began growing a thick mat of hair.
Hawkins filed a civil lawsuit against the doctor for breach of contract based on his failure to perform as he promised. The jury ruled in favor of Hawkins, and awarded him a large sum for pain and suffering. The judge, however, overturned the amount awarded, pointing out that Hawkins would have endured pain and suffering in any case, as that is an expected result of surgery.

Allodium
Allodium, land freely held, without obligation of service to any overlord. Allodial land tenure was of particular significance in western Europe during the Middle Ages, when most land was held by feudal tenure.
At the end of the 9th century the extent of allodial land in France was increased by the anarchy that accompanied the decline of the Carolingian monarchy; much of this new property, however, was eventually brought into a feudal relationship in which the holder owed certain services to his lord. By the 12th and 13th centuries, the only appreciable amount of allodial land remaining was limited to peasant holdings in the southwest. In Germany large allodial estates held by nobles continued to exist, particularly in Saxony. In England there was a considerable amount of allodial land before the Norman Conquest (1066), but it disappeared under the new rulers. Allodial land, though free of limitations from above, was not free of restrictions from below if the holder chose to have feudal tenants. He would then owe certain obligations to them, primarily in terms of protection, and could not be considered in absolute control of his holdings.
With the decline of feudalism in France, land that had been under the jurisdiction of a lord came to be under the jurisdiction of the king, who collected certain fees upon its sale or transfer. Verbod Dwangarbeid
Dwangarbeid is strafbaar. Artikel 273-f van het Wetboek van Strafrecht zegt onder meer dat een ieder die in mensen handelt of daarbij assisteert door diens kwetsbare positie uit te buiten en die ander dwingt of aanzet tot werk of diensten strafbaar is en kan worden veroordeeld tot maximaal acht jaar gevangenisstraf en een boete van de zwaarste categorie. Exploitatie omvat gedwongen prostitutie en andere vormen van seksuele uitbuiting, gedwongen arbeid of dienstverlening, slavernij of daarmee gelijk te stellen praktijken, uitbuiting en onderwerping.
De artikelen 197b-197d van het Wetboek van Strafrecht verbieden de tewerkstelling van illegalen, waarvan de werkgever 'in redelijkheid' kan vermoeden dat hun verblijf illegaal is. Overtreding van deze artikelen is een misdrijf en kan leiden tot een maximale gevangenisstraf van vier jaar en de zwaarste geldboete. Illegale tewerkstelling, dus van personen zonder werkvergunning, wordt ook verboden door artikel 2.1 van de Wet arbeid vreemdelingen en is strafbaar met een geldboete: tot € 12.000 per illegale werknemer. Particulieren riskeren een boete van € 6.000 per illegale werknemer. Ook onderbetaling onder het minimumloon en niet-betaling van vakantiegeld wordt beboet met bedragen tot € 12.000 per individu. Bij recidive worden de geldboetes hoger (artikel 18/1).
Vrijheidsberoving en gevangenhouding, belangrijk bij de beoordeling van 'dwang', is eveneens verboden en strafbaar.
Recht om baan op te zeggen
De opzegtermijn van een werknemer is een maand. Deze termijn kan schriftelijk worden verlengd, tot een maximum van 6 maanden. De opzegtermijn voor de werkgever mag niet korter zijn dan het dubbele van die van de werknemer. Bij cao of een daartoe bevoegd bestuursorgaan kan de opzegtermijn voor de werkgever worden bekort.
Artikel 19(3) van de Grondwet zegt: 'Het recht van iedere Nederlander op vrije keuze van arbeid wordt erkend, behoudens de beperkingen bij of krachtens de wet gesteld.'

Onmenselijke arbeidsomstandigheden
Er zijn geen wettelijke bepalingen over overwerk. Maar de lengte van de arbeidsdag en werkweek zijn wel aan maxima onderworpen. Die zijn respectievelijk 12 uur en 60 uur (beide inclusief overuren) De werkweek mag (inclusief overuren) niet meer dan gemiddeld 48 uur bedragen gedurende een periode van 16 weken en maximaal gemiddeld 55 uur tot vier weken achtereen. Collectieve arbeidsovereenkomsten mogen hier echter van afwijken tot maximaal 12 uur per dag en 60 uur per week. In de meeste cao's zijn werkweken afgesproken van minder dan 40 uur.
